Groundwater is water that is contained in layers of soil or rocks below the surface of the soil. Ground water is one of the water resources in addition to river water and rain water, ground water also has a very important role, especially in maintaining the balance and availability of raw water for domestic (domestic) and industrial purposes. In some areas, dependence on clean water and groundwater supplies has reached ± 70%. Groundwater demand continues to increase seen the number of industries that continue to grow. Each industry will make bore wells for water sources for industrial needs and do not play games when industries take water in the ground they can take hundreds of liters every day. This can make the water supply in the ground run out.
Ground water in addition to being a source of water for earth creatures, ground water is also as a support so that the soil does not collapse because of the burden on the surface of the earth. Ground water is a source of water because of its good content, one of which is full of minerals. Groundwater formed is not easy. It takes millions of years for rainwater to become ground water, it needs a filtering process by rocks with a distance that is not close, because of this groundwater needs to be maintained.
Industry usually requires a lot of water in the production process, because of the large amount of water needed, they make artesian wells so that water needs can be met. However, if excessive groundwater uptake will make the supply of groundwater reduced and will run out over time. Therefore the government made a regulation to regulate it
The purpose of underground water management is to realize sustainable use of water resources with an environmental perspective. The use of underground water is an alternative if other water sources are not possible to be extracted. Any permit holder who violates this Regional Regulation may be subject to administrative sanctions in the form of revocation of a business license for underground water drilling companies, sealing of tools and water uptake points, revocation of groundwater extraction permits, and closure of boreholes or spring springs. And whoever violates one of the provisions referred to in this regulation may be threatened with criminal sanctions. Certain PNS officials within the Regional Government are given special authority as investigators to conduct criminal investigations in the field of Groundwater Management
